A cooling vest is for a dog that is moving. A cooling mat is for a dog that is lying down — in a car, a crate, a tent or a hotel room — and for that situation it is the better tool by a wide margin.
The mechanism is different too, and it matters. Vests are evaporative, which means they need dry air and they leave you with a wet dog. Mats are conductive: the dog lies on something cooler than it is, and heat moves out through contact. That works in humidity, where evaporation largely does not, and it leaves the dog dry.

Set expectations honestly
A cooling mat takes the edge off. It does not chill a dog, and it will not rescue an overheating one. Anyone selling you a dramatic temperature drop is overselling. What it genuinely does is make a warm car floor or a sun-warmed tent tolerable enough that a dog will settle, and that is worth having.
Punctures end gel mats, and claws cause punctures

Never let it be the only cooling

Size it to the dog lying flat

Where it goes matters as much as which one
On a back seat under a hammock, in the travel crate, or in the shaded part of a tent. A cooling mat in direct sun is a warm mat within an hour, which defeats the whole exercise.
